Weekly composites industry digest from LX Composites (Danyang Lixing Carbon Products Co., Ltd.) for 23 October 2026. Today’s report carries nine objective policy and market signals.
Policy: China’s export-control calendar keeps updating, carbon fibre stays outside new tech restrictions
Technology export catalogue revision (Announcement 48/2026). MOFCOM and MOST published for comment a proposed update to the Catalogue of Technologies Prohibited and Restricted from Export. Forty technologies are proposed for listing — 23 in artificial intelligence, 5 in biomedicine and 12 in photovoltaics (including polysilicon engineering with single-line capacity ≥30,000 t/y) — of which 14 would be prohibited and 26 restricted. Carbon fibre, prepreg and thermoplastic composite processes are not among the proposed additions. From the announcement date until the revised catalogue takes effect, exports of covered technologies require advance registration with the MOFCOM unified business platform, including technology ownership transfers abroad, licensing of domestic technology for use overseas, and a change of domestic ownership or actual control to a foreign entity. Civil-aviation dual-use export certificates: draft rules open for comment. A 22-article draft Measures for Export Certificates for Dual-Use Items in Civil Aviation would let eligible entities — domestic and foreign airlines, aircraft maintenance firms, large aviation-material import/export traders with annual turnover ≥CNY 2 billion, and aircraft and related item manufacturers — obtain export certificates by simple registration instead of per-shipment licences, covering outbound maintenance, repair, replacement, return, inbound maintenance and bonded-zone return, and reasonable quantities of spares exported by domestic aircraft manufacturers. Exports of UAVs for overseas exhibitions, demonstrations and international rescue operations may apply by reference. The certificate regime is the first concrete “export certificate” track since the 2024 Dual-Use Items Export Control Regulation took effect; registration gives automatic certificates with paperless customs clearance, with post-export reporting and document-retention duties. Announcements 50 and 51/2026. Tunnel boring machines (TBM), walking excavators, highland wet sprayers and key parts are placed under export control (No. 50); dredger items (No. 51) see thresholds adjusted for mud pumps, rake heads and cutter heads (e.g. suction diameter ≥0.55 m, pump casing ID ≥1.3 m, impeller diameter ≥1.3 m, cutter ring OD ≥2.1 m). Both take effect on 18 November 2026 with the updated Dual-Use Items Export Control List; customs declarations must state whether goods fall in or out of scope. While construction machinery is outside our product range, the 49/50/51/52 announcement batch confirms a rhythm of packaged list updates with strict declaration-side verification — exporters should self-check declarations against control parameters from November onward. German Economic Council trade assessment. Germany’s Council of Economic Advisers cautions against equating economic security with self-sufficiency, framing the so-called “China shock” as a new competitive stage in autos and machinery and warning EU anti-dumping/anti-subsidy probes against drifting into protectionism. Data cited: EU–China goods trade reached USD 447.88 billion in H1 2026 (+14.2%), with 2025 bilateral trade at USD 828.1 billion and two-way investment stock above USD 280 billion. Central opinion on sci-tech and industry integration. The General Offices of the CPC Central Committee and the State Council published an 8-part, 17-article opinion elevating new materials, aerospace and a healthy low-altitude economy among strategic emerging industries, and calling for pilot-scale (“mid-test”) validation platforms and first-use support for innovative SME products — the two most actionable levers for small composite processors. Industry: eVTOL prepreg demand, a Gulf prepreg build-out, preform capacity and rCF recycling
eVTOL prepreg: ~80% share held by an AVIC-affiliated supplier. Institutional research notes cited by Chinese media show Shenzhen Qingkuai Shijie (part of the AVIC High-tech system) has entered the supply chains of 28 eVTOL developers and holds roughly 80% of prepreg supply for manned eVTOL airframes — still mostly small-batch certification-stage deliveries. The same report notes CRRC Chengxing (Qingdao) is porting high-speed-rail composite know-how to UAV structures (shape-memory-material intake ducts, 200+ sets delivered since H2 2025), with carbon-fibre shells ~30% lighter than conventional designs and integrated rotor-motor housings 45% lighter. For thermoplastic suppliers, the takeaway is to target industrial UAVs, secondary structures and housings rather than manned eVTOL primary structure. Source: 10jqka.
Robo.ai announces ALIF Composites in the UAE. The Nasdaq-listed group’s subsidiary plans a Gulf-first scaled carbon-fibre composites and prepreg facility at Umm Al Quwain’s ALIF Industrial Park: commissioning in Q4 2026, targeting 10 million m² of raw material capacity per year by 2027, serving marine (yacht and OSV hulls), mobility (NEV lightweighting), energy (wind main spars, hydrogen storage winding) and industrial (pipeline, tank) customers. The announcement does not disclose a fibre source — with local carbon fibre precursor capacity near zero, this is a realistic window for Chinese fibre and prepreg exports, including semi-finished processing, even as a new “local supply” narrative appears in Gulf and European price talks. Tianniao High-tech: CNY 1.06 billion carbon-fibre preform expansion. A high-performance carbon-fibre preform capacity expansion was signed at Yixing’s Golden Autumn Economic & Trade Fair (18 Oct) and started groundwork in August. Tianniao, the sole supplier of C919 carbon brake preforms, cites three demand engines: C919 delivery ramp-up (42 aircraft cumulative by July 2026), commercial space (nozzles, throats, expansion cones) and military aircraft iteration, with this round of investment fully pivoting from PV thermal-field business to aerospace. Shanghai Zhishi: 2,000 t/y turnkey composite recycling equipment. Exhibited at the Chongqing Composites Show: atmospheric-pressure catalytic pyrolysis with waste-heat reuse and no three-waste discharge; regenerated filaments retain >95% of carbon fibre and >85% of glass fibre properties, processable into granules, needled felts and end products at significant cost advantage. For thermoplastic compounders and rCF sheet producers this is a supply-side signal that domestic rCF is industrialising — useful for EU ELV “recycled content” requirements with batch test reports.
