Composites industry digest from LX Composites for 4 November 2026 — ten objective industry, application and regulatory signals: plastics as the next EU safeguard candidate, a widening split in glass-fibre pricing, a UK thermoplastic aerospace manufacturing project, ultra-deepwater thermoplastic composite pipe, aerospace-grade small-tow carbon fibre capacity, low-altitude eVTOL commercialisation and noise rules, hydrogen vessel cost pressure, new carbon fibre capacity filings, grid-hardening conductor retrofits and the 18 November export-control deadline.
Plastics flagged as the most likely next EU safeguard investigation
EU trade ministers continue to signal that plastics could become the next sector-wide trade-defence target. At the 23 October meeting, several member states argued for reducing imports of Chinese chemicals and machinery, and EU Trade Commissioner Maros Sefcovic said the plastics industry is the most likely candidate for the next safeguard investigation, with the Commission assessing whether the conditions for opening one are met; import quotas for plastics are under active consideration. The background is a structural shift in capacity: Chinese output of styrene, ethylene, polyethylene, polypropylene and PVC has grown sharply over five years, with some grades now around half of global production, while chemical capacity earmarked for closure in Europe rose from 2.9 million tonnes in 2022 to 17.2 million tonnes in 2025.

Glass fibre splits in two: electronic yarn and cloth at record highs, roving still weak
China’s glass-fibre market is diverging along product lines. Electronic yarn and electronic cloth prices were raised again in early November and stand at record highs — G75 electronic yarn close to CNY 28,000/t and 7628 electronic cloth above CNY 14/m — on diversified downstream demand, while roving remains weak as wind-power demand continues to disappoint and traditional roving demand stays subdued. Listed electronic-cloth producers confirmed to China Securities Journal that they are running at full capacity and quoting at market prices, that the current upcycle is expected to hold at least until the end of 2027, and that new industry capacity will only land progressively from the second half of 2027. Electronic cloth accounts for roughly 20% of copper-clad laminate raw-material cost, second only to copper foil.

UK Project OPTIMA links unidirectional thermoplastic tape, engineered fabric and digital product passports
UK manufacturer CCP Gransden has launched Project OPTIMA, a two-year programme run with the University of Sheffield AMRC and technical fabric weaver Sigmatex and supported by the Aerospace Technology Institute’s SME programme. AMRC will develop customised unidirectional thermoplastic prepreg tape on a dual-mode production line, Sigmatex will convert that tape into engineered fabrics, and CCP Gransden will build aerospace demonstrator parts on a high-rate cell based on a 1,100-tonne Engel V-duo press. Every demonstrator carries a digital product passport linking material origin, manufacturing parameters, inspection records and lifecycle data — a clear signal that European aerospace thermoplastic programmes now treat material, fabric, process and traceability as one acceptance requirement.

Strohm supplies CF/PA12 thermoplastic pipe for ultra-deepwater gas field in Southeast Asia
Netherlands-based Strohm has won a contract to supply four thermoplastic composite pipe (TCP) gas-production jumpers for an ultra-deepwater field in Southeast Asia. The pipes have a 6.9-inch inside diameter, a carbon-fibre-reinforced PA12 matrix and an average length of about 1,000 m, and will be installed in water depths beyond 2,200 m; McDermott’s subsea and floating facilities business is procuring and installing them for a major international operator using vertical laying. The TCP design is qualified for a 30-year service life and now carries a seven-year warranty.

Jilin Carbon commissions 30 t/y 1K and 3K aerospace-grade carbon fibre line
Jilin Carbon has moved its 30 t/y line for 1K and 3K aerospace-grade carbon fibre into equipment commissioning. The line is the first high-end sub-project of a RMB 1.247 billion relocation and technical upgrade programme covering a 428,000 m² site with 219,700 m² of planned buildings, alongside polycrystalline ultra-fine calcium sulphate and forged grinding ball projects. The company, which produced China’s first extruded graphite electrode in 1955, is moving from graphite electrodes into small-tow aerospace carbon fibre; at 30 t/y the volume is small, but it adds a further domestic source of small-tow material for aerospace prepreg and woven fabric.

Manned eVTOL operations open in China; AE200-100 rolls out with about 1,000 orders
Hefei Heyi Aviation has obtained a manned unmanned-aircraft operating certificate for the EH216-S passenger eVTOL, opening commercial low-altitude passenger operation in China for sightseeing and urban commuting trials. In the same window, the first AE200-100 rolled out in Chengdu with about 1,000 commercial orders reserved, a range of roughly 200 km and commercial operation targeted within one to two years, while the Vertaxi M1 — a 2-tonne compound-wing design carrying five passengers at a 200 km/h cruise and 250 km range — is due to appear at the China International Import Expo from 5 to 10 November with flight control, propulsion and composite structures described as fully domestic. The CAAC’s Green Development 15th Five-Year Plan, released on 2 November, brings low-altitude noise governance into a ministerial-level plan for the first time, calling for research on low-altitude noise measures and stronger domestic standards and certification capability for aircraft noise, air pollutants and CO2 — noise is moving from complaint handling to a precondition for route approval and vertiport planning.

Type IV hydrogen cylinders: carbon fibre cost named as the main scaling bottleneck
At the SAECCE 2026 forum on green hydrogen production and large-scale storage and transport, Ji Zengxiang of Sinoma Science & Technology’s Suzhou R&D centre said carbon fibre cost is the biggest bottleneck in scaling Type IV cylinders, and called for domestic carbon fibre substitution, optimised cylinder structure and system integration, and full-process safety verification — arguing that hydrogen storage equipment should not chase lightweighting at the expense of lifecycle safety validation. Sinoma Science & Technology leads domestic hydrogen cylinder market share and has supplied fuel-cell buses, logistics vehicles, heavy trucks and mining trucks, as well as the Three Gorges Hydrogen Boat 1 and a 260-tonne hydrogen mining truck.

Hebei Tangu files EIA for 5,000 t/y pre-oxidised fibre and 4,000 t/y composite parts
The Shijiazhuang Economic and Technological Development Zone has published the environmental impact report for Hebei Tangu Carbon Fibre’s project covering 5,000 t/y of pre-oxidised fibre and 4,000 t/y of carbon-fibre composite parts and industrial components, with a five-working-day public comment period. Co-locating pre-oxidised fibre — the intermediate stage ahead of carbonisation — with downstream parts production is a vertical integration play, and the parts line adds another materials producer moving into finished industrial components.

Carbon-fibre composite core conductors deployed in Yulin 110 kV ice-resistance retrofit
On 29 October a 110 kV line in Yulin, Shaanxi, returned to service after a ten-day ice and galloping retrofit that marked the first deployment of bundled optical-fibre carbon-fibre conductors and optical cables in the area. The section replaced 34.74 km of twin-bundle JLRX1/PF1B-300/40 carbon-fibre conductor, 5.42 km of carbon-fibre ground wire and 5.67 km of carbon-fibre-core optical cable; site measurements showed sag reduced by 3 m, about 40%, together with higher transmission capacity and lower losses.
