Composites in the Policy Spotlight: Export Controls, Trade Talks and a 10-Foot Wound Prototype

Glass fiber tape creel with continuous fiber spools, the winding materials used for filament wound pressure vessels and composite structures
Glass fiber tape creel — continuous rovings and tapes for filament winding applications

This week the composites industry news is dominated by policy: China updated its drone-related export controls (with carbon fiber composite propeller blades now explicitly listed), the EU updated its dual-use control list without touching carbon fiber entries, and China-EU / China-US trade mechanisms moved forward. There is also a striking manufacturing story — a 10-foot fiberglass bottle wound in days. Here is the roundup.

China updates drone-related export controls: carbon fiber propeller blades now listed

The Chinese Ministry of Commerce, General Administration of Customs and the Equipment Development Department of the Central Military Commission jointly issued Announcement No. 49 (2026), optimizing export controls on drone-related items. Effective November 18, 2026, thirteen categories of items are covered, including autopilots, gimbal/task-load technology, beyond-visual-line-of-sight UAVs, dedicated engines, onboard radios, UAVs with 300 km+ range, components (brushless motors, ESCs, carbon fiber composite propeller blades), related software/technology, and counter-UAV technology.

Carbon fiber composite propeller blades (9A901.c) are controlled when:

  • Fixed-pitch blades whose structure passes through the rotation center with rotational-center-to-tip length ≥ 762 mm, or
  • Non-center-passing structure with blade-root-face-to-tip length ≥ 648 mm, or
  • The blade root provides variable-pitch functionality.

Exporters must apply for licenses with the commerce authority; customs declarations must state whether items are controlled, and customs may challenge inaccurate declarations. Facilitations: certain UAV items can be exported via registered filing, exhibition return is covered, and companies with sound internal compliance systems can qualify for general licenses.

Enforcement signal: carbon fiber composite core flagged without export license

A customs penalty decision (Qingdao Customs) shows how classification works in practice: Weihai Kunlong exported two carbon fiber composite core shipments to India in April 2026 (FOB total just $569, 12.6 kg and 7.9 kg). After inspection, classification and third-party testing, the goods met the specific tensile strength / specific modulus thresholds of item 9C110.e of the dual-use export control list, and required a license. The company was fined RMB 1,200. The lesson for exporters: specific strength and specific modulus values are the classification trigger — low value does not exempt goods from control.

EU updates dual-use list: carbon fiber entries unchanged

The European Commission adopted a delegated regulation (September 14) updating Annex I of Regulation (EU) 2021/821. New controls focus on semiconductor equipment and materials, advanced computing ICs, Mullite-reinforced CMCs, SiC fiber production CVD equipment and other emerging technologies. The carbon fiber entries (1C010/1C210) and prepreg-related parameters are unchanged, so thermoplastic prepreg exports to the EU face no change in control status. The update takes effect after publication in the Official Journal, expected November 2026.

Trade mechanisms move forward: China-EU consultations and China-US tariff framework

  • China-EU Trade and Investment Consultation (2nd session, Oct 8–9): both sides agreed to explore tariff reductions on selected goods, reached an understanding on hybrid vehicle trade, and will continue price-undertaking/remand procedures in the EV anti-subsidy case, with a ministerial meeting planned for autumn.
  • China-US reciprocal tariff framework (~$30B vs $30B): each side will cut tariffs to MFN rates on roughly 90% of the covered products (~$30 billion each way), to be implemented in parallel after domestic legal procedures; the Kuala Lumpur arrangement is extended to January 10, 2027. Composites are not in the tariff lists, but the truce reduces tail risk for exporters.
  • Broader environment: the EU’s anti-dumping toolbox is expanding (e.g., polyamide yarns at 60–67.6%); the EU’s new foreign investment screening rules list key raw materials as a sensitive field. Buyers and suppliers should keep compliance headroom in long-term pricing.

Practical reference: customs code 6815110010 for controlled carbon fiber

For Chinese exporters, HS code 6815110010 applies to dual-use controlled carbon fiber — defined by specific modulus ≥ 12.7×10&sup6; m or specific tensile strength ≥ 23.5×10&sup4; m (the 1C210.a criterion, logical OR). The regulatory condition is “3” (dual-use export license), with 13% VAT and 13% export rebate. The practical advice repeated in every case this week: complete tariff classification and license-availability checks before signing contracts.

Industry story: a 10-foot fiberglass bottle, filament wound in days

Amalga Composites (West Allis, Wisconsin) filament wound a 10-ft (~3 m) fiberglass bottle prototype — about 46 cm diameter, 4.4 cm wall — in just a few days from concept to finished part. To manage thickness buildup at the winding turnaround zone, the team extended the winding surface beyond the component ends, preserving ply consistency. Target applications: industrial pressure vessels, energy and transportation gas storage, underwater vehicle structures and solid rocket motor cases. The company reports strong inquiry interest from defense and space events, and the wider context is a U.S. push to expand domestic manufacturing capacity for large filament-wound structures.
